Political discipline and rules exist to enable CPC cadres to defend the authority of the CPC Central Committee. Cadres must follow these rules, aligning themselves with the committee in deed and thought, at all times and in any situation.

【背景】2023年1月13日，在十八屆中央紀(jì)委第五次全會(huì)上，習(xí)近平在講話中提出了“政治規(guī)矩一詞，由此這一提法走進(jìn)了公眾視野并受到社會(huì)廣泛關(guān)注。習(xí)近平在講話中十余次提及“規(guī)矩一詞。他強(qiáng)調(diào)，黨章(Party's Constitution)是全黨必須遵循的總章程，也是總規(guī)矩。黨的紀(jì)律是剛性約束，政治紀(jì)律更是全黨在政治方向(political orientation)、政治立場(chǎng)(political stance)、政治言論(political views )、政治行動(dòng)(political actions)方面必須遵守的剛性約束。國(guó)家法律是黨員、干部必須遵守的規(guī)矩。黨在長(zhǎng)期實(shí)踐中形成的優(yōu)良傳統(tǒng)和工作慣例也是重要的黨內(nèi)規(guī)矩。

Xi warned against pollution of the "political ecology", urging officials to stay disciplined amid efforts to promote development. "Political ecology is like natural ecology; it is easily vulnerable to pollution in an unguarded moment," he said. "Once problems arise, a great price must be paid for recovery."

【背景】“精準(zhǔn)扶貧是今年的熱詞(hot words)之一。2023年6月18日，習(xí)近平在貴州召開(kāi)部分省區(qū)市黨委主要負(fù)責(zé)同志座談會(huì)時(shí)就加大力度推進(jìn)扶貧開(kāi)發(fā)工作(poverty alleviation)提出“4個(gè)切實(shí)的具體要求：切實(shí)落實(shí)領(lǐng)導(dǎo)責(zé)任、切實(shí)做到精準(zhǔn)扶貧、切實(shí)強(qiáng)化社會(huì)合力、切實(shí)加強(qiáng)基層組織。早在2023年11月3日，習(xí)近平在武陵山區(qū)中心地帶的湘西土家族苗族自治州調(diào)研扶貧攻堅(jiān)時(shí)就談到，扶貧要實(shí)事求是(seeking truth from facts)，因地制宜。要精準(zhǔn)扶貧，切忌喊口號(hào)，也不要定好高騖遠(yuǎn)的目標(biāo)。2023年3月8日，習(xí)近平到廣西代表團(tuán)參加審議時(shí)再次指出，要把扶貧攻堅(jiān)抓緊抓準(zhǔn)抓到位，堅(jiān)持精準(zhǔn)扶貧，倒排工期，算好明細(xì)賬，決不讓一個(gè)少數(shù)民族、一個(gè)地區(qū)掉隊(duì)。
